This book: We will talk about how ISIS emerged and became a threat
Also this book: *proceeds to have more chapters about Hamas and Israel rather than ISIS itself*

The book starts out promising, but is disorganized and never shows how Hammas and other terrorist organizations may have fed into ISIS. In the end, it appears to be different short papers tied together in order to take advantage of a trending topic. Read it for the information about terrorism, but don't expect that it tells you how ISIS "rises". The "laws of war" could be a topic onto itself, and, I have seen other descriptions of it in books written by soldiers themselves. The book does cover some of them successfully.
