Sweeney (Newley) is an artist who is desperate for money, fame, and the love of his ex-wife. In order to regain her affection, he crashes receptions, kidnaps the mayor, impersonates a trashman, and dodges bullets from his ex-mother-in-law. Meanwhile, Detective Kopeck (John Candy) slips and trips down the trail of traps engineered by this "desperate" criminal.
